John McWilliams
Chief Executive Officer
Mr. McWilliams is a founder of Texas Global and will oversee the Company’s overall strategy, operations, finances, regulatory relations.
Mr. McWilliams has over 30 years of global fintech, banking, and investment experience in regulated entities. He managed the $3 billion investment portfolio at MoneyGram and oversaw global treasury operations, moving over $1 billion a day across 200 countries. He has also held leadership roles at Credit Suisse First Boston and Citigroup/Salomon Brothers, with a career-long focus on Financial Institutions. He was also the CEO of Park Motor Finance, a UK based finance company and a credit portfolio manager at Brigadier Capital.
Mr. McWilliams will drive operations and customer engagement, He will lead a culture of compliance, ethics and fiduciary integrity as well as operational and financial excellence.
He holds a CPA in the State of Texas, is a Certified Financial Fiduciary and is an inventor of US Patent 11,954,732 covering aspects of blockchain trading for FX. He holds a bachelor’s degree from Dartmouth College and an MBA in Accounting from Southern Methodist University.
Paul Young
Chairman of the Board & President
Mr. Young is a founder of Texas Global and is responsible for overseeing the Company’s overall strategy, senior management, financial performance, regulatory and stakeholder engagement.
Mr. Young has 40 years of banking, investment, and corporate experience. He held leadership roles at Citigroup/Salomon Brothers, MUFG Securities, Apollo Global and KingsRock Advisors, including large global banking and origination franchises, capital markets and trading businesses and portfolio and investment management.
In addition to his role as Chairman of the Board, Mr. Young will drive Texas Global’s customer engagement and strategic initiatives. He will also focus on implementing and ensuring the company adheres to the highest standards of compliance, ethics and fiduciary integrity as well as delivers operational and financial excellence.
He holds a Bachelor of Business Administration from the University of Texas and a French Baccalaureat.
Michael E. Rokos, CAMS
Chief Risk Officer & Chief Compliance Officer
Mr. Rokos is a founder of Texas Global and oversees the Company’s global risk management and compliance strategy, including regulatory engagement and relationships with foreign institutions. He directly leads financial crime, economic sanctions, cybersecurity, and enterprise compliance programs and serves as a member of the executive management team.
His team provides independent risk oversight and develops the frameworks and controls that support responsible growth and regulatory alignment across the organization.
Prior to joining Texas Global, Mr. Rokos held senior executive roles overseeing global financial crime and compliance programs within regulated institutions.
Jon Ross
Chief Legal & Custody Officer
Mr. Ross has practiced law in Dallas, Texas for more than 36 years, representing over 150 business entities.
He served as internal counsel, officer, and Director of Cubic Energy, Inc., a Nasdaq-traded company, where he led several significant corporate transactions. He also served as legal counsel to BioLife, later rebranded as AveXis, which went public and was subsequently acquired by Novartis for $8.7 billion.
Mr. Ross has served on numerous community and nonprofit boards and regularly speaks to corporate and civic leaders on corporate law and governance matters.
He graduated from St. Mark’s School of Texas and earned a B.B.A. in Accounting from the University of Texas at Austin. He received his J.D. from the University of Texas School of Law.
Edward Franco
Chief Technology Officer
Mr. Franco is a technology executive with more than 20 years of experience leading IT strategy, cybersecurity, and enterprise modernization in financial services. As Chief Technology Officer of Texas Global, he oversees the development of secure, scalable infrastructure designed to support regulatory readiness and long-term growth.
Previously, he served as SVP and Chief Technology Officer at Oakwood Bank, where he led core system modernization, strengthened cybersecurity governance, and supported more than 500% asset growth. He also served as VP and Director of Technology and Information Security Officer at Sovereign Bank, where he built enterprise IT governance and security programs.
Mr. Franco has served on Customer Advisory Boards for Integris FID and Searchlight Cyber. He holds a Bachelor of Arts in Business & Technology Integration from The University of Texas at Arlington, graduating Cum Laude.

Travis Goodman, CFA
Travis Goodman is a Principal at ALM First, having joined the firm in 2003. Over the course of his tenure, he and his team have played a pivotal role in the firm’s prominence in the credit union auto ABS space, contributing to 11 of the 18 transactions completed between June 2017 and June 2025.
Travis leads ALM First’s Advisory Services group as well as the Loan Transaction Network (LTN). Under his leadership, the firm has expanded its role as a strategic consultant for credit union securitizations, offering capital markets expertise to help clients access broader investor bases and improve liquidity outcomes. Notably, Travis was instrumental in securing NCUA approval for ALM First’s pilot loan fund—an industry first.
ALM First’s Advisors work in close collaboration with clients to form comprehensive, strategic partnerships aimed at optimizing financial performance. This includes in-depth analysis of balance sheet risk and positioning to identify opportunities across key areas such as loan pricing, loan transactions, investment portfolio management, funding strategies, hedging, and securitization.
Travis holds a Bachelor of Science in Business Administration, with dual majors in Finance and Marketing, from the Eller College of Management at the University of Arizona. He is also a Chartered Financial Analyst (CFA) charterholder.
David Head
David Head recently retired from investment banking after a forty year career at Citigroup and its predecessor firms, advising financial institutions on mergers and acquisitions, restructurings and capital raising in the U.S. and abroad. Mr. Head worked closely with management teams and boards of directors to assess their competitive and market positioning, determine the viability of potential transactions and execute those transactions. In addition to his work with clients, Mr. Head served as Head/Co-head of Citi’s Global Financial Institutions effort, where he successfully merged and managed approximately 350 investment and corporate bankers to form a single cohesive unit with improved client experience and enhanced revenue generation.
During his career at Citigroup, Mr. Head was a member of the Global Banking Leadership Committee, Fairness Opinion Committee, U.S. Pension Plan Investment Committee and Compensation Committee. While at Citi, Mr. Head completed the curriculum for Senior Credit Officers. He is licensed as a General Securities Representative and General Securities Principal.
Mr. Head holds a Bachelor of Arts from the University of Pennsylvania and a Master of Business Administration from the Wharton School.
Jorge Pedreira
Jorge is a member of the Board of Managers at Texas Global with over 30 years of experience in banking, legal, compliance, and regulatory matters.
Before his affiliation with Texas Global, he was a shareholder and a member of the Board of Advisors at V2 Global, a risk mitigation, consulting, and business intelligence firm. Prior to that, Jorge served as the Chief Operating Officer for Nomura’s Investment Bank in the Americas, as Special Counsel for Latin America at UBS Investment Bank, and as Head of Investment Banking Legal at SG Cowen. He also practiced law with the firm Willkie Farr & Gallagher in New York and was a detective with the New York City Police Department.
Jorge is an attorney licensed to practice before the Supreme Court of the United States, the State of New York, and the State and Federal District Courts of New Jersey. He earned a Juris Doctor from St. John’s University School of Law, where he served as the Managing Editor of the Law Review.
Marc Stanley
Ambassador Stanley is a member of the Board of Texas Global, where he chairs the Fiduciary Committee and serves on the Audit Committee, helping oversee the firm’s governance, risk, and compliance framework. He brings more than 40 years of experience as a diplomat and trial lawyer, including service as United States Ambassador to Argentina from 2021 to 2025 and as chairman of the Texas Public Finance Authority from 1991 to 1995.
From 1982 to 2022, Ambassador Stanley was a nationally recognized trial lawyer and former president of the Texas Trial Lawyers Association, and he has chaired multiple not-for-profit organizations, including Legacy Senior Communities, Inc., which developed continuing care retirement communities and home healthcare and hospice services. He holds a BBA in Accounting from The George Washington University and a JD from the University of Texas School of Law.
